Under the UK government's Digital Economy Bill copyright crackdown, universities, libraries and small businesses providing open Wi-Fi services would face the same penalties for copyright infringement as individual subscribers.

This measure would make it impossible for small businesses and the like to offer open Wi-Fi access.
